Default Heat cold at idle, fine when cruising.

Don't know if the heat is throttle or rpm dependent. When I sit at a light it get's pretty cold, but once I get moving it's fine. Any ideas?

Default You're backwards.

If the t-stat was stuck open, he would have heat at idle but none at speed. Right?

T-stat is a cheap one, replace and see if it fixes teh problem. This will give you a chance to flush the coolant, and properly refill it to eliminate bubbles.
