Remove Cam, Re hone all of the Cylinders Heads, Timing Belt Kit, etc. Over 12 hours of labor and that did not include the 6 hours of diagnostics before they figured it out. They had done a timing belt for me 3 years ago. Is it possible that this Cam Positioning Bolt was taken off during the standard timing belt interval change? Also, this problem was overlooked by several shops (Very loose Cam bolt) so is it true that it is not very obvious in troubleshooting?

I'm not all that knowledgeable on your engine. so i cant say yas or no... its possible, but i think you got no way of proving it. sorry.
but you mentioned that they rehoned you cylinders? what for? did they do an engine rebuild or something? the reason why im asking, when you do a head, you usually dont touch the bottom end unless the valves smacked the pistons where they head to be replaced

if "cam positioning bolt" means the cam pulley Bolt absolutely it is loosened and retightened during a timing belt job. you loosene it and pop the puley to set the tension on the pulley and belts . when it is correct you tighten the pulley to the cam shafts.

7A's have a keyed cog at the exhaust cam that the timing belt drives, you don't touch that bolt during a belt R&R. The belt tensioner is the water pump. There is one idler pulley bolted to the oil pump housing.
