Default Help needed......blown fuse

1990 CQ.......Yesterday after some crazy weather in Toronto I go to start my car, and the fan is on (high speed) even when the car sat cold for about 6 hours. Checked the 20amp fuse, and it was totally fried along with the fuse box where the fuse was/sat. Replaced the fuse, but the fan is still constantly on. When I took out both the low speed and high speed fuse the fan was not coming on (duh!)
Any suggestions are greatly appreciated!!!

Default looks like new fuse box, or the connectors melted together

actually change the fan relay first, I had that problem

Default if its the same as 10v it would be right/top relay... consult the fuse cover

with all the fuses in, pull the relay to see if fan turns off

Yes I know that. However the compressor seized a while back, and the belt is off the compressor.

Default So I think I narrowed it down to the coolant temp. sensor at the bottom of the rad. The car went

through some huge puddles and rivers, and may have shorted the fuse. The relay was fine when I tested it this morning. So it's either the wiring from the coolant temp. sensor leading into the fuse box or most likely the sensor itself.
Let me know what you guys think!
