High Hydrocarbons at idle

Failed emisions today, my hydrocarbons are 45 points over the limit, at idle. (limit is 220, mine are 265) Passed the 2500rpm test. Did some searching in the FA and found pretty much the same troubleshooting tips that I've seen all over. Was wondering if someone could help narrow it down since I am only over at idle. The reading at the 2500rpm test was 90 out of 220. I did not replace the plugs before hand so I am going to do that, and then I am leaning twords o2 sensor.
