Idle, ISV, and Cold Starts

1) Should the car be able to idle without the ISV electrical harness plugged in? Mine doesn't even come close.
2) Is it normal for ISV problems to only occur at startup, and not at any other times?
3) at what point should cracks concern you in vacuum lines? My line from the ISV to the IM has small, thin cracks in it. Should I be concerned?
Basically, upon starting, my idle will bounce from 400-1200, but it has never stalled yet. After driving to the first stop sign/light, the problem is gone, and the idle is rock solid. I *have* cleaned the ISV.
Thoughts?

if you start the car then unplug the isv the idle will bounce up and down and the car just won't have that much power.
any crack in a vac line is going to degrade overall pressure which can lead to all sorts of odd problems.
the fact it goes away, I can just guess and say the engine heat might make that line swell a bit thus closing up the crack somewhat.
you also have the cold start injector for some added umph when its really cold, they generally are in for life as they do not get much wear and tear.

I'm having a similar issue, but with slight differences. My idle is high at cold start and drops to just below 800 when I unplug the ISV. Sometimes my idle bounces, sometimes it doesn't. All is solved when the engine warms up. I haven't checked my codes yet, but intend to tonight after I clean up a fuel leak. I'm just wondering what (if anything) you came up with and if you resolved this problem.
I'm also having an issue with the idle sticking when it's cold. I'll rev the engine and the idle stays where I leave it. It'll slowly return to normal and all is fine when it warms up. I'm hesitant to touch the idle screw since the idle seems fine when it's warm. Ever have this sticky throttle issue happen?
for the record, I've had my ISV off for cleaning 2x's now. thnx!
