Default If you disconnect the battery instead of connection under dash,

can you pull a airbag wheel without it going off?

you can but it's not safe! the airbag is still "armed" unless you disconnect it properly

Default The airbag system still has a capacitor

Which has stored energy within, if this is triggered, it can still trigger the igniter of an airbag. To remove the airbag, I believe it states, to disconnect the battery, remove the fuse/relay for the airbag, and disconnect it from the harness from under the dash, should be connected somewhere on the column before it hits the steering wheel.

And as a precaution, always point the airbag away from your body, basically never have it facing your body.

Default That is the way I did it the first time, I just wanted to slide my wheel

off just a little to move it a few teeth on the spline. Looks like I'll do it the (safe) hard way again
