Low speed radiator fan not kicking in causing car to run very hot all the time (B4). Audi tech said

it might be my fan resistor and that it's soooooo expensive to fix/replace that my best option is to drive with A/C on all time so the fans are running 24/7... WTF!!! I don't buy this, there has to be a better option???
Here's what it's doing... Car heats up to just past the 12 O'clock mark on the dash and high speed fans don't kick in till it gets almost on top of the two little dots just right of 12 O'clock. Low speed fans don't work at all unless A/C is on.
Here's what I'm doing... Replaced the radiator mounted thermo-switch and it made NO difference. Also the t-belt and thermostat were replaced 20k ago so I'm fairly certain it's not the thermostat.
Any other options to look at? Could it be this resistor thing my mechanic was talking about? And why is it soooooo expensive to replace?

While it is not as bad as in2audi's car the radiator fan on my B4 doesn't come on until the needle is straight up and down. Is this correct? Where should the car run on the gauge at cruise? At idle?
My car runs just to the right of the second (the thick one) mark from the left at cruise and raises up to straight up and down when stuck in traffic. Is this normal? I am gathering from the discussion so far that the fan should come on, at least at a low speed, earlier than it does? I'm going to have my local Audi shop replace the coolant next week and if there's anything else that needs a looking at it would be nice to know.

Mine is an early production 93 fwd so I read this post very carefully but am confused as to what this is could (if anything) be telling me about my low speed fans not coming on?
