Need help on new brake pads

My new Pagid pads came with the securing "wire" that bolts to the back side of the outer pads, along with new bolts. But the two holes on the back of the pad are not threaded. Is this usual on these pads? How do I attach the "wire"?

I did not use the wire at all....

it is not required
