Normal temp range?

When I first bought my '95 90 Quattro back in January the temp gauge would sit at the line to the left of straight up when cruising and warm up to straight up and down when going less than 35mph or stopped in traffic. Soon after that I had the timing belt and water pump replaced and at that point the gauge would pretty much always sit just above the second tick (i.e. just to the right of the tick to the left of center) non matter what the traffic conditions were.
Now it's been 3 months and the gauge has returned to it's old behavior. Is this normal? The manual says it is and not to worry but I am concerned that half-way up the gauge is warm for 60 degree outside temperature. Am I worrying needlessly?
FYI: my oil temp gauge behavior hasn't changed, the oil is always on the cool side but and when the coolant temp rises both cooling fans come on so there's no problem there.
