a few Audi's, mercs, bmw's and a cayenne? now thats an interesting choice for a cruiser if I ever seen one.
The cops don't get paid well but atlaest they have a blast driving I bet.
If detroit did'nt have such a hold on our police forces we might have a few of those.
I recall one of Oregon's police dept went with the 535I years ago because it was reliable, good mpg, handling and it stood out from the norm.

ordinary people have very little, with little control from legislature and people, all cops in high positions and people in office can buy alnost any car they want from budget money and use them like personal car.

Most of expensive cars with police stickers and lights are not really every day patrol cars. This how it works: let's say I'm quite sucessfull businessman.
I travel around the Moscow city, I need some bodyguards (and its not like crime is really heavy, it's more like an attribut of power). I will be safe and I'll avoid a lot of traffic (don't forget Moscow's population is around 10 million people and there is a lot of traffic).
Also I won't be bothered with speeding tickets and such.
Now, I have let's say Mercedes S-class. So, I need almost the same spec vechicle for my bodyguards. I will buy couple of Hummers/Gelandewagens/ML's
and pay to police to protect me. Police puts plates/stickers/lights on my vechicles and they work for me part-time. And those drivers are highly trained and they could be almost anything with those cars. Thats it.
Same in Canada. In Canada you can pay off-duty cops to be as a security measure at your club.
They will be in full uniform and have patrol car.
But they are off-duty working part-time.
