Pop goes the belt.....Yes the Alt. belt is still causing me soem problems...lost another yesterday

I thought that the belt may be rubbing the plastic shied that guides the air towards the rad. but it appears not. It's not busting them now instead it is popping them off, well the last three. i konw it sounds like it is too loose but it wasn't, trust me.
Anybody know of the best way to check the alignment of the Alt. pulley and crank pulley. There isn't really alot of room to look in there to see.

I tried that with a retangle file that my father has, it seems to be the right tool as it is just wide enough to fit in the groove, but also wide enought that if the alignment was out of wack it wouldn't drop in the groove. Well that came up negative. All seems to be good there.
This is pissing me off.
I am stumped. AS is everybody else i talk to about it. However istil haven;t had the chance to get to the dealer to get and oem belt. So maybe that is the problem, stupid knock-offs.
