Default Question, Two small tubes on the Throttle Body 10v

watup fellz, got a q... while workin on my car ive noticed a hissing sound coming from the throttle body area for a while now but i thought it was normal.. well just the other day i found out where some air was getting sucked into the throttle body, if u look at the side of the throttle body that points towards the pass headlight there are two little tubes sticking out, the left one had a rubber niplet on it, and the one on the right did not, the one on the right was suckin air into the TB.. is there suposed to be a hose on there or a niplet?

my car has been having issues and ive replaced almost the entire car with no avail to solve my stalling problems.

any help would be mucho apprecaited.

see where 6A is, thats where the two tubes are on my car.. except only one had a cap, the other was open to the air. so i put some putty over it for now to see if it makes a difference and it seems to have made the car feel more sluggish. It hasnt stalled yet though, but its gotten close a few times.

Here's a different diagram. This diagram shows the lower tube plugged and the upper one as part of the vacuum system.
