Relay question for 90q 20v

I was doing some electrical work on my new 1990 90q and noticed a relay in the fuse panel that appeared to have a slot for a fuse. I looked at the fuse panel description and it said it was the "Relay for manifold preheater, k-jetronic" and I pulled the relay out and it said 15ma max. So I thought lets toss a fuse in and see what happens. With the fuse in the car would start up and then die. I've looked at my Bentley Electrical Trouble Shooting manual and the circuit shows two possible fuses. Either #22 or #13 and it appears #13 is for the fuel pump and since the car is running fine I'm guessing this is not the missing fuse. Any ideas or anyone know what this fuse slot is for?
