Possible. But I doubt that the Passat Wagon hatch would look correct. Not that expensive to end up with a 90 Avant rear half.
If I had the cash I would import a whole car then part out what I did not want (engine maybe) and go from there.

The C4 and B4 Avants are pretty different in just about every dimension.
Like Tom Saltino do - get a shell in Europe, then build the car with the proper parts here in the U.S.
No, it will not be a true RS2. It will be a B4 Avant, at least by the VIN.
If you can get it registered after putting all that cash into it, you'll have a VERY expensive one-off to keep you smiling the rest of your life. After all, after you're done building it, you could never sell it. Making an eRS2 would require tens of thousands of dollars, even if you did most of the work yourself.

I shoulda asked Obama to be the Car Czar.
I would manage the D3 so that they might pay back the taxpayer, AND I'd make it so that these kinds of cars could legally be imported and registered in the U.S.
