Default mine does that.....
i bet it is a failing speed sensor thats mounted to the transmission...

Default The connector down on top of the tranny gets all crudded up
It's like, down there behind the motor in a spot that collects gritty goo. You need a super skinny arm and a long brush to clean it then pull it off and make sure the contacts are not totally rusted away.

Default When it is fluttering try hitting the cluster and if it goes back to normal
then it is probably just a loose connection at the cluster, otherwise bad speed sensor.

Default Which model?
My CQ did that for awhile until I found a broken solder point on the printed board behind the speedo. I don't have any experience with the failing speed sender. good luck.
