Steering damper removal question

In the driver's side wheel well I've removed the rear bolt but the front one broke off. I tried briefly to pry the damper bracket away from the rack but there was resistance.
My question- is the rack mounting boss threaded, or does the bolt slide through? In other words, should I be able to pry the bracket off without damage or will I break the rack mounting tab?
My ETKA shows a locknut on the backside, my Bentley does not. When I head back to the shop I'll feel around for it, and if there's a nut I'll see if I can remove that and then jimmy things loose.

If I'm thinking about the right part then yes, it is a threaded boss, and if you break off the head of the bolt the bolt won't just slide out.
But snap a pic (or an ETKA screencap) so I can be sure we're talking about the same thing.

I've circled the bolt/nut in question. I'm trying to remove the steering damper bracket. The rear bolt either a) did not have a locknut behind or b) there is a locknut that is pasted to the bracket by years of crud and oil. The front bolt broke off about 3 mm below the allen head so it's still mostly in there.
If it is threaded through the rack I'll try to loosen the nut and twist it out that way. If that doesn't work I'll be forced to move the suspension around and drill it out. NOT fun. :/

on the back side so your 2 allen bolts slide through the sheetmetal in the wheel well, then slide through the rack and bolt to the bracket holding the damper. Not sure what you've removed there but in stock form there are a lot of wires and and brake lines going through there that make it a PITA to remove...
In situtation like this I like to use a little inspection mirror and shine some light...once you see what's going on it will be 100x easier to get out...

.. but I'm very glad to know the rack is not threaded so at least I don't have to drill the broken bolt out. The bracket should be able to pry right off. I'll shine some light down there and just verify that my bracket has the nut welded on to it. I suppose a little brake cleaner might help, seeing as there's lots of gunk down there.
