Strange Idle Issue... any ideas?

Strange Idle Issue... any ideas?
Well i have a 1988 audi 80, 4cyl 2.0l. After the car warms up it will rev to exactly 1600rpm and then drop to 1200, then it will go back to 1600 and then back down, over and over and over... u get the point. I was wondering if anyone knew what was going on? i know its not the ISV because i swapped it with one from a another audi 80 and the idle problem persisted. any help would be appreciated.
