On my dash should the Temp gauge Fluctuate from just past the bottom range to just past the middle and then back down depending on traffic? Could this be a faulty thermostat?

In other words, no it shouldn't move around that much. Once it gets to operating temperature, the thermostat should keep it in normal operating range... maybe around 80 to 100 C depending on traffic.
Another possibility is that the thermostat is stuck wide open and thus the engine can cool down more than intended when moving forward faster in cold air.
