Default Throttle position sensor on 1988 5cyl 10v

So I was getting an intermitant code for the WOT switch. I put a brand new one in and am still getting the code. How do I set the switch up for operation? I think the bottom one is for idle and should be clicked when no throttle, right? But the top one I am confused as to when it should click on. Is it when the second butterfly is starting to open, or is it at full open throttle?
thanks

Default

at 'near' full throttle... you want it before you're at absolute WOT.
