Time to replace airbag in steering wheel?

Well, a few days ago, my Air Bag light was going on and off intermittently. The manual says to take it to a dealership to get checked out. I was reading in the owner's manual that the air bags should be serviced every 10 yrs to ensure proper deployment in an accident. Is the dealership going to change out my whole steering wheel to replace the airbag or replace just the airbag? Will the dealership also replace the passenger airbag? How much does this cost? Has anyone ever had their Air Bag light go On and Off for a period of time while they were driving?
I figure that this could be my chance to upgrade to a 3 spoke sport steering wheel. Does the dealership need to install it (as a safety precaution when removing the old one)? What steering wheels can I easily replace mine with? Should I replace it with one that has an airbag or not?
Thanks for your help!
NOTE: This is for my 1991 CQ.

Here's how it works on a '95. I would assume removal procedures are the same for the other years.
3 spoke wheels is a direct swap for '95s, but you can get a kit for previous years to make the 3 spoke swapable.

your airbag clockspring. It make the electrical connection between your steering column and airbag.
The dealer will charge you $350+ for this part, you can find it used for alot less. Unless you have a 95, with the updates steering wheel, the dealer will not do the swap. They will charge you over $2000 for a new airbag and wheel.

Can I fit a 95 sport steering wheel with airbag as a direct replacement for my '91 CQ's steering wheel? How much do they run and where to buy? Or should I put on an aftermarket Momo steering wheel or something?

quite frankly this is a rip off and it's just easier to make sure you wear your seatbelt all the time. And better yet don't drive excessively like a doofus so as to avoid accidents.
Unless you get an A4 airbag wheel, the majority of the "3 spokes" won't have an airbag. So you'll just leave that connector undone and your light will be perma-on until you pull the cluster & yank the bulb (or so something to extinguish it)
check yah later

...needs to be under a certain resistance number at all times. If there is a break, or short, you will get the light.
Conceivably, it could be the airbag control module, airbag light, damaged wiring, or actual airbag, but the clock spring is the weakest link by far.
