What causes a blinker relay to buzz?

What causes a blinker relay to buzz?
When I indicate a left turn, everything works fine. When I indicate a right turn, the relay just buzzes loudly and the green arrow in the dash lights up dimly. I'm guessing that this means there is either a short or an open circuit in the right side blinkers (or the blinker fluid pump has gone bad). Which is more likely to cause the buzzing? A short or an open?

The bulbs do nothing. This is on the coupe, yes they are corroded to hell...
But even with the terminals cleaned up, even the front right signal does nothing. I do have a spare relay, I'll swap them and check.
