what causes front wheel shake when applying brakes on 94 90S?

I just got my car on the road today after putting in rotors and pads on the front and replacing a ripped cv joint. The car satin my garage all summer. I got the rorors off of someone I know that used to have a 90 but sold it and had spare front rotors. I put some Mintex pads in. I drove to work this morning without doing a bed in. I went out a few hours later and did some easy driving and braking to get them warmed up so as not to shock them and did six 60mph to 20mph aggressive brake applications and then parked it. Wheels don't shale while driving so I am thinking its not a balance issue. I will try loosening the lugs and retightening. Whats the torque? I didn't torque I just cranked the lugs.

enought to throw them out of balance...I've had the same issue, shaking only while on brakes, and specifically around 70-50mph, balanced the wheels and all was good. I know what he said and what he thinks, but I think differently
I'll bet money its his wheels and not new brakes. $20 to balance 2 fronts and easy way to find out.
