What does oil on a spark plug mean? What could cause this?

Default You shouldn't use a torque wrench to remove things...

it's just for tightening things.

As for removing the trouble plug, a penetrating oil other then WD-40 might work better, but give it a shot.

Be sure that you're using spark-plug anti-seize whenever you put the plugs (new or used) into the head.

Default Valve cover gasket....It's discolored your plug connectors too.

Pull the IM (get a new gasket) and change the VCG and you'll be fine.

Default PB blaster.....shouldn't be enough to hurt anything inside if any even makes

it that far.
