what does this relay do?

It's a 4 cyl 80 without ABS.
If thats the case...I guess changing that fuse wouldn't make a difference then..but why would it be there without an ABS system.
The reason I ask is because I'm not getting power to my ISV and since I found this fuse I thought maybe it had something to do with the problem.
