People tend to have different definitions
Any japanese/asian made vehicle is not rice. There are plenty of very impressive cars made there, such as Skyline GT-R, NSX, Supra, Etc, etc
Some people consider it when you make a car look fast, when it isn't. This includes labeling/stickering a non type-r car, as a type-r or a nonvtec car as a vtec, etc
Others include any gawdy/tasteless mods including extreme bodykits, buzzy exhaust, etc
