what does through and from mean when talking about chassis numbers?

what does through and from mean when talking about chassis numbers?
I have a 052490 chassis, so which one is it? I had the guys at the machine shop telling me I need the frist one, but I don't get it.
#1 For models with chassis serial number through 038600, approximately 3/1994. 1 kit per car.
OR
#2 For models with chassis serial number from 038601, approximately 3/1994.
