the only thing I can think of is caliper bracket... otherwise use them as ballast

Hold the caliper on :-) Two are supposed to be replaced everytime they are removed.

Don't i need 4? i only got 2 bolts with two rotors.

Default I've never got caliper mounting bolts when I've purchased rotors previously....
..and ya, if that's what they were, you should have received 4 of them. Are they about 3 or 4 inches long?

an inch long... probably for the caliper, bentley says to replace them everytime

Yes you would need four. You can reuse if you apply "loctite".
