Default wheel rusted to hub (not my car obviously)

tried hitting it with hammer, then heating it and hitting with even bigger hammer..then went and got a huge hammer and that didnt work..then started cutting around the hub area, still no success..got under the car and kicked as hard as we could...still no success...then turned wheel and hit with bigges hammer...no success....so whats next? im gonna get one of those huge masonary hammers used to tear down walls and hit it with that...my friend has new 17" chrome rims waiting anyway..and these are steel wheels..so what should i do??
