wheel rusted to hub (not my car obviously)

Using a sawzal. So all you have left is the area around the hub. Using a small air die grinder with cutting wheel. Lightly cut pie sections out of the remaining wheel. Do not cut into the hub. Then using a hammer beat out the pie sections with hammer.
I would use rust buster, not WD40 which does nothing, behind the wheel before using the hammer.

put the lugs back in, LOOSE...i mean about 1/8" space between lug and rim...
now put the car on the ground....start bouncing the car up and down, and even side to side...
listen for 'popping' noises from the rim....
if that didnt work,
then re-install the lugs, but loosten them a little....
now drop the clutch and launch the car .... STOMP oon the brakes immediately.... jack the car up, and try to remove the rim
if THAT didnt work, then buy a sawzall and a new brake rotor...
