Believe it or not, but I am cross shopping the new Q5 with the new A3.
I think I have read somewhere that the Quattro in A3 is not the same 'full time' AWD like in A4 and others. Is it really just FWD with rear wheels kicking in only if I loose traction? Or Does it have the new 'permanent' 60/40 front/back distribution?

the A3 system is primarily front drive biased until slippage requires power to the rear. In normal driving it's lighter and more efficient.
During really aggressive driving you notice the more front oriented power bias.
I've driven both and both systems handle just as well in bad weather.

It is a great system and has served me well, both in my 3.2q A3 as well as my MKIV R32.
And how you described it is about right. But it is a very smart system.

And you can reduce the understeer of the factory system by installing an upgraded Haldex controller.

This pdf is for haldex v1 which was on the previous gen TT, A3, and R32. New A3s have v2 which have a redesigned system, but a lot of the basic concepts should still hold.
It's a completely different system than the A4/5/6/8. I've had it on my previous R32 and now on my 3.2 A3, and it's a very capable system. I've also had an A4/S4 and honestly compared they both have their upsides and downsides.
Look at pgs 34 and 35, they really show when the haldex system is/can be active. It's active alot more than most people think (no traction loss is required for engagement).

all you wanted to know about haldex v1

It makes more sense to only send the power back there when you need it. RWD is more of a hoot but that's a lot longer distance for that power to travel. That's really what I like about Haldex. You get the economy of FWD and the sureness of AWD!

Because RWD is a heck of a lot more fun. Oversteer > understeer. =)
It also simply 'feels' better to have the 'push' sensation of RWD versus the 'pull' sensation of FWD.

If you let the videoclip load, you'll hear the voice say "paired with Quattro permanent all-wheel drive".
So does the 3.2L model come with a different AWD system than the 2.0 TFSI?
If the one on the 2.0 is really FWD that only becomes AWD when slip is detected, that's not permanent AWD.

It is always on. Not something you turn on if you think about it. So it is permanent. You can't turn it off. It is just different from Torsen-based AWD on most of the other models.
Plus, this Gen2 Haldex allows you to put in the HPP(Haldex Performance Part) to make the unit respond more aggressively. You can't change anything with Torsen.
A lot of people like Haldex, a lot don't. Most people who like it...have it or have had it. The ones that don't like it...probably own something else.
By your comments you seem to be in the latter group.
