I'm looking at a used A3, but it doesnt have heated seats. ie no cold weather package.
Any idea if a retrofit is a) doable, b) economic

Quite involved from what he told me. You have to take the seat out open them up. Hopefully the leather/fabric is clipped on. Lay down the heating element and then wire it up to a power source. Install a switch somewhere in line of the power.
He didn't blink an eye in doing but I would think twice.

2. insert elements
3. add wiring to center console
4. change climate control unit for unit with openings for heated seats.
5.wire it up.
6. test & re-upholster seats.
7. enjoy.

There are plenty of DIY kits out there, just take the seat apart, inset the element and wire it back up. It's not an overly complex task, just requires some attention to detail to make it look nice and find a place for the switches.
