Brake Disks

I just had my A3 1.8T in for it's 40k mile service yesterday only to be told that as well as new pads, I also needed new brake disks. I could understand this if they were my third set of pads but this is the first time they have needed replacing.
Having spoken to Audi customer service, they reckon that 40k is a reasonable threshold for a new set of disks but I have never had to have these replaced so soon on any of my previous cars (and I do a lot of miles), so what's going on?
I'm not sure I am too happy at the thought of having to fork out for new disks everytime the pads need replacing. Afterall, pads are made of composite material while the disks are made of steel, are Audi saying that these two substances wear just as quick?
Has anybody else had any problem with ultra-quick wearing brake disks or is it just me?
