you want a short, narrow light span when driving in fog and fog lights do just that.

I only use the fogs when necessary like when it's foggy for example. Heavy rain is another situation I may turn them on. Otherwise I have to be honest in that they're sort of annoying. Unless the fog bulbs are changed to match the xenons color, the unmatched light output looks bad IMO.

more specifically right in front of the car. Headlights are positioned higher on the phisically and shoot their light pattern sort of further out....so that 1st 5' maybe directly in front of the car is not lit up quite well - fog lites improve that field greatly. I'm really not sure how would they blind other drivers?? Mind you I have them on only at night and my car is 1990 Coupe Quattro so I'm not quite sure if things are different with A3's but I don't think there would be much difference, except the A3 would have a bit better lighting if equipped with xenons.
