Mileage on the A3

I have a A3 2.0T with manual transmission. While driving on the highway I can get almost 30 mpg with a 70 mph average driving speed. City driving however I get closer to 20, and even less. My city driving is short (3 miles) and maybe the engine is always cold leading to the low mileage?
What are some other's experiences with mileage? Should I be looking into some reasons for this? The EPA rating is 24/32.

Can you tell which one I'm in a hurry to get to? Actually, my home is at a considerably higher elevation than work. I've found that coasting downhill in Nuetral (DSG) can be a great help to mileage too.
However, driving short distances around town just destroys mileage. The "always ready to zip" feeling comes at a price. At least you're still getting more zip for the buck than a 3.2l and imagine what you're saving over the average SUV!
