I figure that is about $29,500 out the door before financing.
$4,000 down
$25,500 financed @ 4.90% for 72 months = $409.49
Go to another dealer, get a brand new one equipped the same with less than 50 miles for the same price or less.

In some states, you only pay for the car at the dealer, then you must go to their version of DMV to pay tax & registration. That is the way it was for me before I moved to CA. Now I pay the whole thing at the dealer which is sale price + approximately 8.90% of which 7.75% is sales tax. The remaining 1.15% is mostly registration. (Santa Barbara County)

When you tell a dealer you will give them X amount "out the door", that means the total in it's entirety, as structured by the laws of the state.
Too often you hear people mention the term in conjunction with the actual sale price, prior to tax. lic, and reg, and so it becomes misleading. I think it's more accurate for people to indicate the selling price prior to any fees, since those can change so much. That way state variables don't come into the picture.
