Standing lights?

Many european cars have standing lights for parking situations. I know MB does and I think they leave it as a feature for US cars. Does anyone know if the euro spec A3 offers this and if it is a programing option? Mostly curious.

Basically you would turn say your right blinker on, turn the light switch to park and then remove the key from the ignition and your right parking lights would stay illuminated.
This is for narrow streets in europe where they have to park cars halfway up the sidewalk but there are no street lights, it illuminates the side of your car so people don't walk or I guess also ride a bike into..
Our turnsignal stalk if you look as a parking light symbol on it but I have tried every way I can think of to try and get it to work but I have had no luck.

the fog lights and driving lights are always on. When you switch the lights to the on position the fog lights shut off and the headlights turn on.
It's a winter and snow thing, mainly for safety. Before DRL people would not turn on their headlights thus making it difficult for people to see vehicles in a snowy or stormy day.
