strange switched power issue

I have a new 2013 A3 TDI. I installed the hardwire kit for the escort radar detector with a fuse piggy back. I have tried various fuses for features that are clearly switched (rear wiper, windows, sunroof, Etc.) and yet the radar detector power stays on even when car is locked. I don't understand this. How can the power be on at every fuse even when the ignition off and the feature that the fuse serves is not working with the ignition off?

Note that the A3 employs multiple CAN-BUS networks to control and interconnect the electrics. The controllers on these networks know when the ignition is on or off and whether the doors are locked or not. This means that devices may be powered but will not operate because the ignition is off.
You need to use a volt meter and find a true switched power source.
