Cruise control not applying the brake on descending slopes

Our 2015 A3 1.8's cruise control doesn't hold its speed when driving down hill. On every Audi that we have owned and every Audi that the dealer has loaned us, the cruise control has applied the brake to maintain speed. This one doesn't. Set it to 50; hit the hill; going 70 by the bottom. An almost identical 2016 A3 that they loaned me last year, on the same hill, applied the brake and stayed within a reasonable range of what I set it to. One other quirk of note: when you hold the stalk up or down, it doesn't increment the speed by 5 mph, it continues to bump by 1 mph.
This a 2015 thing? Maybe a coding issue? Checked RossTech's wiki to see if there were any documented settings but came up empty.

Cruise control is not managed by brake application to slow the car down....unless you have radar cruise. So I doubt the other Audi's you have driven were applying the brakes but rather downshifting the transmission to slow the car. Sounds like a transmission software issue/setting, and they may not all be the same on all model years. Your dealer should be able to shed some light on it for you.

My '07 A6 which pre-dates radar cruise very clearly applies the brakes. You can feel it and the brake lights come on. Same for the loaner '17 A6 I just gave back and the '16 A3 I had last fall.
Sent the dealer a video of it doing it and waiting to hear back but curious as to whether others here have seen anything similar. I agree that it may be something specific to a model year. That's why I figured I should ask here.

Our three cars all apply the brakes on long downhill stretches. I'd agree with the 3mph over set speed threshold. None of our cars have the advanced cruise control systems.
Some else posted within the past year that their car was not braking on downhill stretches.
