My driver side mirror has 2 main problems

the mirrors adjustments no longer move the mirror and it slowly shifts the mirror to the most top right position. I have been using my hands to push it back into a usable place for now but it's really annoying me so I'd like to get it fixed but my side mirror turn signal also seems to go out occasionally. Should I look to replace the whole mirror or does it sound like a electrical/fuse issue.
