Will the diffuser used on a 2019 S5 Sportback fit a 2019 RS5 Sportback? I know that the RS5 is wider but that is mainly in the wheel arches.

Completely different bumpers, with differing body lines, and diffuser sections. Here's my S5 SB and RS5 SB ...

You make some very valid points and I know that there's a big difference in the body lines and width of the two models but looking at the distance between the two exhaust pipes; the diffuser is not that different.

I think you missed my point ... width between the exhaust pipes isn't the issue, it's that the shape of the diffusers -- defined in part by the shape of the cut outs in the bumper covers -- is different. The diffusers are not interchangeable. The photos you're referencing have the diffusers upside down, which sort of masks the major differences in fitment along both the top edge and the sides.
