TSB for steering wheel vibration

There is a new (July 9th) Technical Service Bulletin for steering wheel vibration issue. (44-08-04)
It specifies the cause as Imbalance Wheel and Tire Assembly and Tires with High Road Force Values.
Looks like they will re-balance the tires (if necessary) and put the tires with the lowest road force value closest to the driver to reduce/eliminate the vibration, assuming Audi Approved wheels and tires are used and they can confirm the vibration .

as if it were running on the road. That way they can tell the difference between a wheel out of round, and a tire. If they can move the tire in relation to the wheel for an ideal combo of wheel light spot and tire heavy spot, they can reduce or eliminate vibration. On wheels and tires not balanced this way, you can balance the combo, but as the tire wears down, the tire weight becomes less, and the lighter tire no longer balances a wheel (which is never truly balanced itself).
