$500 for dealer to replace front rotors?

Took my CPO '02 AR 2.7T Manual in for it's 60k checkup. The good news is that the brake pads are still at 80%. Bad news is that the rotors are warped. They're quoting $500 for front rotors only. $120 for parts and $380 for labor. This seems insane.
I bought the car a year and a half ago at 48k. Reading some other posts, I'm wondering if it's worth looking at the last brake service and determining if they should have replaced the rotors when they did the pads. Apparently, this was standard policy for '02's and older.
Otherwise, any good recs for indie Audi repair in San Francisco, CA?
FWIW, they are replacing a bunch off stuff (including a CV boot) under the CPO warranty so I can't complain to much. Still, $500 w/o pads seems nutty.

but that's dealer overhead.
An example of my Local Exxon Station ..Gus, who does everyone's car in town: Audi, BMW, Caddy, Hyundai, Toyyota, etc.
I supplied Zimmerman rotors and Mintex pads for about 200.00. Gus installed everything for 100.00.

And what's more, with air tools and a lift, I could do the job and have both wheels back on in 30 minutes. I'm serious - the only way this job takes longer is if the caliper bolts stick, and even then, you'd have to have both of them on a side be stuck, since you can rotate the caliper to clear a rotor when only one attachment bolt is free.
4 hours of labor time (at a thrify $95/hr) tells me that disadvantaged members of the community may be not just in the garage, but probably also working as service writers.

$550 to $650 for rotors AND pads, just the front, installed... Crazy. I think I will do it myself...

It the brakes stop OK, then I wouldn't do a thing, except change the brake fluid if needed. Otherwise, replace both the pads and the rotors. Check the rear brakes, too.

At 29k miles, the rear pads on my passat were gone and the rotors were 25% used so I only resurfaced them. Now, at 52k miles the rotors still look good.
