Default 40 degrees is when the snowflake comes on and goes off

if it goes below 40 then it is on if it above 40 it is off.

Actually, it comes on below 42* and goes out again below 23*.

Default I BELIEVE you're correct... I don't think it's just the temp, but a mix of temp and dew-point...

It can be off at 5* and on at 40*.

Default Actually, it's the temperature band in which there exists the possibility of

liquid precipitation freezing on impact, or in other words, the conditions for dangerous icing on the roads. Above 5*C, precip will remain liquid. Below -5*C it will already be frozen before it hits.
