Anyone figure out how to mount the Baracuda bike trays?

These things are giving me fits. I have the audi cross members on. I had to remove the rubber strips from the top of the rails because there was no chance for the trays brackets to fit with the added height of the rubber strips. I still can't get them to close, though. I have the screws barely threaded into the cam lever and I tried channel locks to see if I could force the hanging bracket up onto the head piece. No dice. I'm nervous of bending the metal brackets, but I see no other way to make them reach.

As you can see, the hook is nowhere near where it needs to do its hooking. It's as if the rail is too thick, but this is all straight from the Audi parts department. The only solutions that I come up with are:
a. Try to find a longer bolt for the other end.
b. Bend the bars so they "reach".
I don't have a vise, so bending the bars would not be a quick fix. Plus, I have three of these trays, so I'd have to bend 9 bars!

The "packing bolts" that step 2 in the instructions show with a big "X" in them ... aren't packing bolts. Step 2 is for an old style rail that has no channel. I have the new rail, and the bolts slide into the rail end. The hanging bracket monstrosity is not used in my setup. Unreal.
Of course, the story doesn't end there. I had to fish the bolts out of the kitchen trash. YUK! And tonight's trash night, so I totally lucked out!
