Camber Issue - Bad Control Arms?

Hey guys,
My front passenger wheel has too much negative camber. Too much so that adjusting the subframe won't be enough.
The belief is that a control arm may be bent and read that the allroad has had some problems with control arms. We assumed the two upper control arms were the most likely the problem and easiest to replace, but that replacing them made no difference. Before I replace the lower two, I'm doing some research, is there anything else I should be looking into? Anyone had a similar experience?

I was told no accidents, I didn't notice the camber or tire wearing issue when I first got the car and there's been no accidents since I've had it (10 months).
Would the spindle be more likely to bend than the control arms? We thought the reverse.
Camber readings:
- left = -1 degree
- right = -2.6 degrees
The camber is hardly noticeable in level 2 (but still there), but when dropped to level 1, obviously the camber is more apparent. The readings were taken at level 1.
