CD changer shuffle songs or cds?

CD changer shuffle songs or cds?
I sellected to shuffle "changer" (menu on Bose) but it looks like the changer shuffles songs on one cd before going on to another. Is this normal or should the changer randomize both songs and cds?
The other choice is shuffle off or cd.
