Cheating in tire test

I mailed some weeks ago winter tire test results from Europe!
I read latest magazine and they told that Continental was cheating in tests. Tire was ContiVikingContact 3! So is it true or not, I do not know but this was in magazine!
Testing is done so that tire manufactirers will send tirest for tests but after test is done, magazine will randomly check if tires which were tested are similar as tires in market! And they were not!
After they noticed this differense, they made more studying for example cemical analysis. They found that continental tires had different kind of rubber material in tested tires than in market. Also for example side of tire was 10% thicker that in sold tires. And that makes tire more stabile.
So how much this effect to result? They sayed that continental would not be the winning tire without cheating...

continental would not win test as it did. But they can not do whole test again to see what would be correct position to other tires!
They sayed that differences are so big that they can not be inside "manufacturing tolerances".
