Fog lights

I found what I think might be the only flaw on delivery, but tell me if I'm wrong about this.
The manual claims that the fog lights work when either the parking lights or the headlights are on. I can only get them to work when the headlights are on (which makes them relatively useless). Should they work when the parking lights are on?

I think they are working as they should and the manual is wrong to say they work with only parking lights turned on.

Thanks... I'll have to check into this. I'm surprised the manual says otherwise.
Having been on Nantucket the last couple of weeks, and having had to deal with some fog, it would have been nice to be able to try them out.
In response to an earlier comment, I thought the whole point of fog lights was to use them instead of headlights so as to cut down on reflection from the fog and improve visibility.

Driving lights (more common in Europe) are high powered, mounted low for long range night driving and are usually available as an aftermarket item in the US. They usually look similar to fog lights.
DRL as usually just the standard headlights wired in series (for half brightness) rather than parallel.
