I believe in most areas it's illegal to use fog lights without the headlights on. Doesn't make sense to me either. Want to do this mod also but never seem to get around to it. The fogs are pretty wimpy compared to the Xenon. Don't use them much, only in the winter. Swapped out the bulbs to Sylvania Silver Stars, doesn't help much. The color is closer to the Xenon.

Wouldn't brightening your fogs be like adding driving lights? Are driving lights legal?

No.

The reflector pattern for fogs is highly dispersed. Driving lights have a narrow focus to "clear" the road way down yonder...
