Kombi Valve Positioning

Hi, I am new to this forum, so hope I am asking or posting this right. Basically I am a Volkswagen Tech working on a friends car it is a 2002 audi allroad 2.7turbo - a previous mechanic was replacing the water pump and started the engine w/o dbl checking the timing - needless to say he bent valves on both heads - I have replaced the heads, however there are things on this car pulled apart that I am having to piece back together - here is my issue
I put both heads on already however the Kombi valve on the passenger side will not allow me to put the valve cover on. Any ideas what I am doing wrong here? ie - am i missing a spacer, mis alignment etc - basically I was handed the job with a box of several parts - various bolts were missing so I am not sure if there is anything else here that I am missing to help put this all back together again.

Loosen the 5mm allen bolts that hold on the combi valve and back them off about 3/8" so it's good and loose. While you have it loose, make sure there is a gasket in between the valve and the head, or you'll get a horrible noise when the secondary air injection pump runs.
It is possible to mount the valve covers with the combi valve bolts loosened, not removed, and it saves you the trouble of losing the gasket.
